Data Exchange and INSPIRE

The INSPIRE Directive aims to create a European Union spatial data infrastructure to improve the accessibility, interoperability , and sharing of environmental spatial information among public sector organisations, assist in environmental polict making, and improve public access to spatial information across Europe.

Legal requirement

To achieve this interoperability, public and private organisations within the European member states are required by law to transform their data to a common understanding (Themes) and exchange that understanding through a set of standardised services (Network Services).

Transform, Harmonise and Exchange

To comply with the Directive, organisations must encode or transform their geospatial data in GML and make it available to the wider community to enable the exchange of data in a consistent manner, through a set of harmonised services. Our involvement in pre-INSPIRE testing programmes such as RISE and ORCHESTRA, and with European organisations in the creation of INSPIRE Data Themes, has enabled us to deliver a tried, tested and trusted INSPIRE data harmonisation and exchange solution.

Complete INSPIRE Solution

Create INSPIRE Data

To comply with the directive, organisations must transform their data into GML valid to one or more of the INSPIRE Annex I, II or III Themes.

As an INSPIRE SDIC we’ve been contributing to the development and implementation of INSPIRE since the framework’s inception, supporting organisations with their Annex I, II and III testing. Plus, our very own Debbie Wilson is an Annex III Theme Editor and is responsible for the Area Management/Restriction/Regulation Zones and Reporting Units Theme. We know INSPIRE and are able to help you create and publish compliant data.

Creating INSPIRE Data using GO Publisher

Our GO Publisher product provides you with a graphical interface to transform your data into any of the Annex I, II or III Themes.

GO Publisher Desktop supports the transformation of data into any KML, GML 2, GML 3.1.1 and GML 3.2.1 application schema and enables you to:

  • Use a graphical user interface to Transform your data into any of the INSPIRE themes
  • Apply coordinate transformations in accordance to INSPIRE themes
  • Generate INSPIRE conformant metadata
  • Ensure data integrity by validating data against a theme’s GML Application Schema
  • Generate GML files for distribution via HTTP/FTP
  • One click deploy to enterprise INSPIRE download services

If you have a small amount of data then you can use GO Publisher Desktop to host a static data file via http.  If you have a large volume of data then you can use GO Publisher Desktop to configure and deploy an INSPIRE Download Service (aka Web Feature Service).

INSPIRE Download Service

Once you’ve created your data to one or more of the Annex I, II or III Themes, you’ll need to make it make it available to people. To achieve this you’ll need to publish it via an INSPIRE Download Service.

GO Publisher WFS

GO Publisher WFS is the choice for INSPIRE on-demand download services and supports all the functions, operations and quality of service requirements stated within the INSPIRE Download and Transformation Services Implementing Rules, including:

  • A description of the capabilities and spatial object types available in the service
  • Queries upon the data using spatial, temporal, logical, comparison and identifier operators
  • Retrieval of spatial objects based on queries
  • Access to the full metadata that describes the dataset and
  • Ability to link the download service to the Member States download services and INSPIRE

GO Publisher WFS is different from other products, in that it provides you with advanced ‘on-the-fly’ transformation functionality allowing you to create valid INSPIRE data from your existing database. Using GO Publisher there is no need to change your existing data model nor implement a costly staging database.
